  • The development plan will focus on upgrading existing housing, relocating qualified squatter families to nearby resettlement areas, and reorganizing dwelling units for improved infrastructure.

Inter-agency Coordination and Funding

Land Tenure and Pricing

  • Development funding of P15,000,000 is appropriated for the first year, with P5,000,000 in subsequent years, totaling P25,000,000.

Budget Implementation

  • The Budget Commission shall provide funds to the NHA following the developed program for the project.

Fund Recovery from Beneficiaries

  • Funds appropriated must be recovered from beneficiaries in accordance with Letter of Instructions No. 555.
  • Beneficiaries must pay their obligations promptly; failure after three months grace results in summary ejectment and loss of benefits under the decree.

Authority Decisions and Appeals

  • Decisions regarding project development, lot disposition, or ejectment are final and not subject to judicial review, except by appeal to the Office of the President within 30 days.
  • If the Office of the President does not reverse or modify the decisions within 60 days, they are deemed affirmed.

Repeal and Modification of Inconsistent Laws

  • All conflicting laws, decrees, ordinances, or rules are repealed, amended, or modified accordingly.

Separability Clause

  • If any provision is declared unconstitutional or invalid, remaining provisions shall remain effective.

Effectivity

  • The decree takes effect immediately upon issuance.
