The primary purpose of Presidential Decree No. 1669 is to provide for the expropriation of the property known as the "Tambunting Estate" for the purpose of upgrading and selling the lots at cost to bona-fide occupants and squatter families, and to authorize the appropriation of funds for these purposes.

The National Housing Authority (NHA) is designated as the administrator of the expropriated properties known as the Tambunting Estate.

The NHA has the authority to take immediate possession, control, disposition, and powers including demolition of the expropriated properties and improvements, and to implement a comprehensive development plan for the area.

The just compensation for the expropriated property shall not exceed a maximum of Seventeen Million Pesos (₱17,000,000.00), payable in five equal annual installments.

The purchase price of the raw land is fixed at a per square meter cost designed to recover the expropriation price as determined by the City Assessor, considering the current conditions including squatting and lack of improvements.

Beneficiaries are required to pay as scheduled with a grace period of three months; failure to pay or update dues results in summary ejectment and loss of rights under this Decree, with ejected beneficiaries treated as mere squatters subject to legal action.

Decisions, rulings, orders, or resolutions of the Authority related to the project, including ejectment of delinquent beneficiaries, are not subject to judicial review but can be appealed to the Office of the President within 30 days. The Office of the President's failure to act within 60 days deems the decision affirmed.

Funds appropriated include ₱17,000,000.00 for just compensation spread over five years, ₱15,000,000.00 for the first year of development, and ₱5,000,000.00 for each subsequent year of the three-year development program, totaling ₱25,000,000.00 for development.

The plan must include upgrading existing dwellings, relocation of qualified squatters to nearby resettlement areas, re-blocking, rearrangement and re-alignment of structures, and provision of basic facilities and services following the Metro Manila Zonal Improvement Program (ZIP).

If any section or provision is declared unconstitutional or invalid, the remaining provisions shall continue in full force and effect.
