Policy, purpose, and organizational mandate
- Section 1 directs the National Bureau of Investigation to be expanded and reorganized to promote maximum efficiency in discharging its duties and securing full implementation of its functions.
- The reorganization is tied to the Bureau’s functions under Section one (a)-(h), Republic Act No. 157, particularly investigation of graft and corruption cases and all other forms of crimes and offenses.
- The Act increases the composition of personnel and creates additional divisions and regional offices.
Expansion, divisions, and regional offices
- Section 1 requires that all divisions be adequately represented in each regional office.
- Section 1 provides that each division must be headed by an assistant director.
- Section 1 mandates that every regional office is placed under a regional director whose rank and pay are equal to that of an assistant director.
- Section 1 renames present district offices as regional offices.
Qualification rules for appointments and promotions
- Section 2 limits appointments to positions in the Investigation to members of the bar and/or public accountants, but only upon passing the competitive and physical examination and after sufficient induction and training given by the National Bureau Investigation.
- Section 2 requires retention of the present members of the Investigation Division.
- Section 2 limits appointment to the positions of regional director exclusively to bona fide members of the Philippine Bar.
- Section 2 provides that promotion in the National Bureau of Investigation is based only on merit.
Real property acquisition in Quezon City or Manila
- Section 3 authorizes the National Bureau of Investigation, subject to the approval of the authorities concerned, to negotiate for the purchase of a lot and construction of a permanent building in Quezon City or Manila.
- Section 3 caps the total cost of the lot purchase and construction at one million pesos.
Appropriations for reorganization and operations
- Section 4 appropriates PHP 5 million out of funds in the National Treasury not otherwise appropriated, in addition to sums in the current General Appropriations Act, to carry out the Act.
- Section 4 specifies the appropriation purposes as:
- salaries and wages,
- traveling and other expenses of personnel,
- purchases of necessary supplies, materials and equipment,
- acquisition of a lot and construction of a building, and
- other purposes under the Act.
- Section 4 requires that, henceforth, appropriations provided for in this Act be carried in the annual General Appropriation Act, less the amount to be used for the purchase of a lot and construction of a permanent building.
- Section 4 provides that the lot purchase and construction amount shall involve only one appropriation as provided in the Act.
Repeal and effectivity
- Section 5 repeals any Act or provisions of Acts inconsistent with Republic Act No. 2678.
- Section 6 states the Act takes effect upon approval.
