Republic Act No. 2678 expands and reorganizes the National Bureau of Investigation (NBI) to improve its efficiency, including increasing personnel, creating additional divisions and regional offices, and implementing merit-based promotions, while also providing funds for the construction of a permanent building.

From then on, appropriations provided for in the Act should be carried in the annual General Appropriation Act, except for the amount used to purchase a lot and construct a building, which shall involve only one appropriation as provided in the Act.

Any Act or provisions of Acts inconsistent with RA 2678.
