Expanded territorial jurisdiction
- Section 1 expands and delineates the territorial jurisdiction of the Port of Batangas.
- The territorial jurisdiction begins at point 1 located at the northeast corner of Sta. Clara Elementary School, Batangas City.
- The delineation proceeds through points 2 to 10 using the stated bearings and distances:
- Point 2: 415 m with bearing N 30A 17' 15.6" W
- Point 3: 395 m with bearing N 59A 42' 44.4" E
- Point 4: 1,000 m with bearing N 30A 17' 15.6" W
- Point 5: 575 m with bearing S 61A 22' 24.3" W
- Point 6: 969.61 m with bearing N 62A 0' 25.11" W
- Point 7: 610 m with bearing S 61A 22' 24.3" W
- Point 8: 2,736.44 m with bearing S 30A 17' 0" E
- Point 9: 1,075 m with bearing N 61A 22' 24.3" E
- Point 10: 500 m with bearing N 30A 17' 0" W
- The delineation returns to point 1 at the point of beginning at a distance of 225 m with bearing N 61A 22' 24.3" E.
Port Zone coverage and area
- The delineated area comprises a total area of 3,488,420.4 square meters or 348.84 hectares, more or less.
- Section 1 defines the Batangas Port Zone boundaries as a continuous geographic area linked by the listed coordinate points and bearings.
- The expanded Port of Batangas jurisdiction is the geographic basis for the Batangas Port Zone referenced in Section 2.
Administrative control by Philippine Ports Authority
- Section 2 places the Batangas Port Zone as expanded and delineated under the administrative jurisdiction of the Philippine Ports Authority.
- The Philippine Ports Authority must implement a program for the proper zoning, planning, development, and utilization of the port areas in the expanded Port Zone.
- Implementation must be consistent with law.
- Implementation must also be consistent with the regional industrial plans of the Government.
Consistency, revocation, and modification
- Section 3 revokes or modifies any orders and issuances, rules and regulations, or parts thereof that are inconsistent with Executive Order No. 385.
- Revocation or modification applies to inconsistent provisions only.
- The administrative and zoning authority established in Section 2 governs in cases of inconsistency.
Publication and signing
- The Executive Order is signed by Corazon C. Aquino, with Catalino Macaraig, Jr. as Executive Secretary, under the President.
- It was dated December 19, 1989 and published in January 22, 1990 in 86 OG No. 4, 671.
- It took effect immediately under Section 4.
