Objectives and Scope of the SRS
- Expand alternative learning delivery to impoverished sectors and enable their access to formal schooling.
- Provide access to formal education through distance learning and alternative systems for disadvantaged groups.
- Offer entrepreneurship, livelihood, and skills development programs in coordination with other government agencies.
- Comprise three components: Alternative Learning Systems, Basic Education Curriculum, and Technical/Vocational Skills Training.
Priority Areas
- Focuses on remote, impoverished barangays particularly those affected by conflict.
DepEd SRS System
- Employs a two-track approach:
- Provides basic literacy and Non-Formal Education through the Bureau of Non-Formal Education projects for non-schooled or drop-out participants.
- Supports the formal school system focusing on the MAKABAYAN learning area which imparts core life skills.
- Uses distance learning information technology as the primary delivery mode.
Other Implementing Agencies
- DepEd is the lead agency ensuring SRS inclusion in priority regular programs.
- Other involved agencies include Agriculture, Environment, Interior, Health, National Defense, Public Works, Social Welfare, Trade and Industry, anti-poverty, indigenous people, Muslim affairs, media, science and technology, technical education, and skills development bodies.
- Eskwela ng Bayan (ENB) supports technically.
- The Office of the Secretary for President’s Priority Programs and Official Development Assistance Projects (PPPODAP) coordinates enhancement and agency collaboration.
- Participation of other government agencies and local government units is encouraged for program success.
Initial Funding for SRS
- A start-up fund of PHP 15 million allocated from DepEd for initial operations.
- Subsequent funding to be included in DepEd’s budget proposals.
Implementing Rules and Regulations
- DepEd shall lead the creation of the IRR in coordination with PPPODAP.
- The IRR must be issued within 30 days from the executive order’s effective date.
Effectivity
- The order takes effect immediately upon issuance.
