Q&A (EXECUTIVE ORDER NO. 266)

The Strong Republic School (SRS) is a Distance Learning Program established under the Department of Education (DepEd) aimed at bringing educational opportunities to disadvantaged communities through a three-track approach including the formal school system, alternative learning systems, and training courses by other government agencies.

The three tracks are: 1) The formal school system; 2) Alternative learning systems of the Bureau of Non-Formal Education; 3) Orientation and training courses offered by other government agencies.

The objectives are to expand delivery of alternative learning systems to impoverished sectors, provide these sectors access to the formal school system through distance learning, and offer entrepreneurship, livelihood, and skills development programs through government agencies.

The Strong Republic School prioritizes remote and impoverished barangays, especially those located in conflict areas.

DepEd is the lead implementing agency responsible for the establishment and operation of the SRS, including formulating implementing rules and regulations and ensuring the program is included in DepEd’s regular programs.

The first track delivers basic literacy and Non-Formal Education (A & E system) for those without formal schooling, while the second track assists the formal school system focusing on the MAKABAYAN learning areas using distance learning technology.

Several agencies support the SRS, including the Department of Agriculture, Department of Health, Department of Social Welfare and Development, Technical Education and Skills Development Authority, National Anti-Poverty Commission, and others as listed in the Executive Order.

The Eskwela ng Bayan (ENB) is seconded to the DepEd to provide technical support for the SRS program.

An initial start-up fund of PhP 15 million is provided by the Department of Education for the SRS program operations, with appropriations for succeeding years included in DepEd's budget proposal.

MAKABAYAN comprises five learning areas designed to equip learners with core life skills essential for personal development and community participation.

PPPODAP consolidates recommendations for the further enhancement of the SRS and facilitates coordination among implementing agencies.
