Primary Services and Target Beneficiaries
- The Hospital shall primarily provide medical, maternity, and pediatric care.
- Target beneficiaries are the urban poor in Region VII, especially those residing in Cebu City.
Transfer of Assets, Records, and Liabilities
- All assets, both fixed and movable, of the Barangay Basak-San Nicolas Extension Hospital shall be transferred to the Hospital.
- All hospital records and existing liabilities or obligations shall likewise be transferred.
Staffing and Personnel Compensation
- The Department of Health (DOH) shall determine the appropriate staffing pattern for the Hospital.
- Staffing decisions are to ensure the effective performance of the Hospital's functions.
- Salaries for personnel shall be in accordance with the Salary Standardization Law and civil service rules and regulations.
Auditing of Accounts and Expenses
- All accounts and expenses of the Hospital shall be subject to audit by the Commission on Audit (COA) or its authorized representatives.
Ownership and Titling of Government Land
- All parcels of government-owned land occupied by the former Barangay Basak-San Nicolas Extension Hospital shall now be declared as property of the Saint Anthony Mother and Child Hospital.
- These lands shall be titled under the name of the Hospital.
Appropriations and Funding
- Initial funding for implementing the provisions of the Act shall be charged against the current fiscal year's appropriation for the Basak-San Nicolas Extension Hospital under the Department of Health.
- Subsequent funding for the Hospital's operation and maintenance shall be included in the annual General Appropriations Act.
Rulemaking Authority
- The Department of Health is tasked with issuing the necessary rules and regulations for effective implementation of this Act.
Effectivity
- The Act shall take effect immediately upon its approval on December 8, 1994.
