Conversion of Basak Hospital to Specialty Hospital

Section 1 separates the Barangay Basak-San Nicolas Extension Hospital in Basak, City of Cebu from the Don Vicente Sotto Medical Center in the same city.
Section 1 converts the separated hospital into a specialty hospital to be known as the Saint Anthony Mother and Child Hospital.
The Saint Anthony Mother and Child Hospital is expressly referred to in Republic Act No. 7830 as the Hospital.

Section 2 requires the Hospital to primarily provide medical, maternity, and pediatric care.
Section 2 directs that the Hospital serve the urban poor in Region VII, particularly Cebu City.

Section 3 transfers all assets, both fixed and movable, from the Barangay Basak-San Nicolas Extension Hospital to the Hospital.
Section 3 transfers records of the Barangay Basak-San Nicolas Extension Hospital to the Hospital.
Section 3 transfers the liabilities or obligations of the Barangay Basak-San Nicolas Extension Hospital to the Hospital.

Section 4 directs the Department of Health to determine the Hospital’s staffing pattern for effective performance of Hospital functions.
Section 4 grants the Department of Health authority to set salaries of Hospital personnel consistent with the salary standardization law.
Section 4 requires salary and staffing determinations to comply with civil service rules and regulations.

Section 5 requires that all accounts and expenses of the Hospital be audited by the Commission on Audit or its duly authorized representative.
Section 6 declares that parcels of land belonging to the government occupied by the Barangay Basak-San Nicolas Extension Hospital become the property of Saint Anthony Mother and Child Hospital.
Section 6 requires that the transferred land be titled under the name of Saint Anthony Mother and Child Hospital.

Section 7 charges the amount necessary to implement Republic Act No. 7830 against the current fiscal year’s appropriation of the Basak-San Nicolas Extension Hospital under the Department of Health.
Section 7 provides that thereafter, sums necessary for the Hospital’s continued operation and maintenance must be included in the annual General Appropriations Act.

Section 8 directs the Department of Health to issue the necessary rules and regulations for the effective implementation of Republic Act No. 7830.
