Executive Order No. 376 establishes the Regional Project Monitoring and Evaluation System (RPMES) in the Philippines, aiming to expedite project implementation, provide up-to-date information, identify and solve problems, and allow greater participation of non-government organizations in the development planning process.

  • National-level implementation through the Cabinet Action Committee on Implementation Assistance (CACIA) with the NEDA Secretariat.
  • GCMCC participates in monitoring government corporations.
  • Presidential Management Staff independently monitors Presidential commitments in regions.
  • Extensive NGO participation encouraged at all levels, including civic and religious groups.
  • NEDA Regional Director chairs the RPMC, with DBM Regional Director as Co-Chairman.
  • PMCs at provincial, city, and municipal levels include representatives from DLG, NGOs, PTA, with respective Budget Officers as chairpersons.
  • Secretariat support provided by relevant Planning and Development Offices.
  • DBM and NEDA coordinate operationalization of PMCs.

Responsibilities of Entities Involved in RPMES

  • DBM: Directs and coordinates RPMES activities; provides project fund release info; evaluates budget performance; operationalizes PMCs.
  • NEDA: Provides feedback; offers secretariat services; conducts training.
  • Office of the Cabinet Secretary: Includes RPMES-related issues in Cabinet meetings; follows up on actions; provides feedback.
  • Presidential Management Staff: Monitors compliance with Presidential commitments.
  • GCMCC: Monitors corporate financial and physical performance.
  • Project Implementors: Submit project lists and periodic status reports; grant access to monitors; implement remedial actions.
  • NGO Monitors: Assist in project monitoring; identify problems; ensure transparency.
  • Project Monitoring Committees: Manage data collection; verify issues; recommend remedies; provide feedback; prepare reports; escalate unresolved issues.
  • Development Councils: Supervise PMCs; assess and address implementation problems; evaluate projects; provide policy direction; report to higher bodies; inform PMCs of actions taken.
  • Department of Local Government: Coordinates creation and operation of PMCs; expands monitoring scope; assists in training.

Implementing Rules and Regulations

  • The Secretary of Budget and Management and the Director-General of NEDA are empowered to promulgate implementing rules and regulations for RPMES.

Development of RPMES Manual of Operations

  • A Manual of Operations shall be jointly formulated by DBM, NEDA, DLG, and other agencies.
  • Trainings/workshops on the Manual will be conducted within six months for effective implementation.

Funding Provisions

  • Funds for implementation will be sourced upon DBM recommendation with Presidential approval.
  • Ongoing funding needs such as NGO incentives, training, and administrative costs will be included in the General Appropriations Act under the Regional Development Fund.
  • DBM will administer RPMES funds.

Rescission Clause

  • All orders, issuances, rules, and regulations inconsistent with this Executive Order are revoked or modified accordingly.
  • This Executive Order complements Memorandum Order No. 175, as amended, which established Project Monitoring Committees.

Effectivity

  • The Executive Order takes effect immediately upon issuance.
