The RPMES aims to provide up-to-date information on project implementation, identify and address problems impeding project implementation, integrate monitoring activities in the region, assess supportiveness of projects to regional and national development goals, provide lessons learned, and promote greater participation of NGOs in development planning.
The RPMES is implemented by the development councils at the regional (RDC), provincial (PDC), city (CDC), and municipal (MDC) levels through established project monitoring committees (PMCs). National level implementation involves the Cabinet Action Committee on Implementation Assistance (CACIA), NEDA Secretariat, Government Corporate Monitoring and Coordinating Committee (GCMCC), and the Presidential Management Staff (PMS).
RPMES covers all development projects (economic, social, infrastructure) funded by national government and locally-generated resources at the regional, provincial, city, and municipal levels including foreign-assisted and nationally-funded projects and locally-funded projects.
The NEDA Regional Director chairs the RPMC with the Department of Budget and Management (DBM) Regional Director as Co-Chairman.
NGOs serve as authorized monitors who assist PMCs in monitoring and evaluating projects by identifying problems, ensuring efficient project implementation through vigilance, and acting as partners to ensure transparency in project implementation.
PMCs at the provincial and municipal levels include representatives from the Department of Local Government (DLG), NGOs, and the Parent-Teacher Association (PTA) President or Federation representative. City PMCs have similar composition.
DBM jointly with NEDA directs and coordinates RPMES activities, provides information on project fund releases, evaluates budget performance of implementing agencies, operationalizes PMCs, and administers funding for RPMES.
The GCMCC monitors and evaluates the financial and physical performance of government-owned or controlled corporations involved in development projects.
Funding for RPMES is recommended by the DBM with the approval of the President. Subsequent funding for NGO incentives, training, and administrative costs are included in the General Appropriations Act under the Regional Development Fund administered by the DBM.
