Designation of the Provincial Capital
- The capital of the new Province of Quirino is the Municipality of Cabarroguis.
- Cabarroguis was created under RA No. 5554, which amended RA No. 4734.
Continuity of Provincial Officials
- The governor, vice-governor, and Provincial Board members elected in the 1971 general elections for the Subprovince of Quirino automatically become officials of the new Province of Quirino.
- These officials serve until their duly elected successors qualify.
Legislative Representation
- The first Member of the House of Representatives for Quirino will be elected in the next Presidential elections following the Act's approval.
- The current Representative of the Lone District of Nueva Vizcaya continues to represent Quirino until that time.
- Delegates to the Constitutional Convention for Nueva Vizcaya also represent Quirino.
Applicability of Laws and Judicial Jurisdiction
- All laws applicable to regular provinces apply to the Province of Quirino.
- Quirino is placed under the jurisdiction of the First Judicial District.
Transfer of Funds, Assets, and Liabilities
- All funds, assets, obligations, and liabilities of the Subprovince of Quirino at the time of the Act's effectivity are transferred to the new Province of Quirino.
Government Agencies' Support for Development
- National government departments, bureaus, offices, agencies, and government-owned or controlled corporations must extend maximum assistance to accelerate Quirino’s economic development.
Continuity of Key Government Officials
- The fiscal, division superintendent of schools, and highway district engineer of the Subprovince become the provincial officers for the same positions in Quirino.
Retention of Other Appointive Officials
- Other appointive officials of the Subprovince continue their positions in the new Province of Quirino.
- Heads of offices continue as heads with corresponding changes in official designations.
Establishment of Additional National and Provincial Offices
- Additional national and provincial offices as required by law or executive orders for regularly organized provinces will be established in Quirino.
- Corresponding officials for these offices will be appointed in accordance with the law.
Plebiscite for Corporate Existence
- The creation of Quirino as a corporate province is subject to approval by a plebiscite.
- The plebiscite coincides with the national or local elections immediately following the Act's approval.
- A majority vote in favor from the Subprovince of Quirino is required for separation and full constitution as a province.
Repeal of Inconsistent Laws
- Provisions in RA No. 4734 and RA No. 5554 inconsistent with this Act are repealed.
Effectivity of the Act
- The Act takes effect upon its approval on September 10, 1971.
