Inter-agency committee for LGU land use plans

Provide technical assistance to LGUs in the preparation and approval of their CLUPs.
Technical assistance includes provision of planning guidelines and standards, consultation throughout planning phases, training on planning methodologies, and promoting institutionalized local planning.
Ensure CLUPs align with the Medium-Term Philippine Development Plan (1999-2004) for Shelter and Urban Development and other national policies and programs.
Organize Local Planning Teams composed of city/municipal development staff to prepare the CLUPs.
Develop implementing guidelines as necessary to guide the planning process.

The Committee is empowered to create Technical Working Groups (TWGs) at national or regional levels to aid in fulfilling its functions.

Secretariat support for the Committee and its TWGs is provided by the DILG and HLURB.
The Department of Budget and Management (DBM) is directed to identify funding sources for the Committee's operations and activities.

The Committee must prepare and submit monthly reports to the President via the Presidential Management Staff, detailing the status of its activities.

Any inconsistent issuances, orders, rules, or regulations are repealed or modified accordingly.
The Executive Order takes effect immediately upon signing.

The issuance responds to Executive Order No. 72 (1993) mandating LGUs to prepare CLUPs under the Local Government Code of 1991.
The President directed completion and approval of CLUPs by March 2000, noting some LGUs' likely inability to meet this deadline.
The inter-agency Committee was formed to expedite the timely completion and updating of all CLUPs by June 30, 2000, providing coordinated technical assistance to LGUs.
