The Committee is composed of the Secretary of the Department of the Interior and Local Government (Chairman), Chief Executive Officer of the Housing and Land Use Regulatory Board (Co-Chairman), Director General of the National Economic and Development Authority, and the Secretaries of the Departments of Agriculture, Agrarian Reform, Environment and Natural Resources, Tourism, Trade and Industry, Transportation and Communications, and Budget and Management.
The Committee's main functions include providing technical assistance to LGUs in preparing and approving their CLUPs, ensuring CLUPs are consistent with the Medium-Term Philippine Development Plan and other national policies, organizing Local Planning Teams, and preparing necessary implementing guidelines.
Local Planning Teams, composed of city/municipal development staff, are responsible for the actual preparation of the Comprehensive Land Use Plans (CLUPs) of their respective LGUs.
The Department of the Interior and Local Government (DILG) and the Housing and Land Use Regulatory Board (HLURB) are tasked to provide secretariat support to the Committee and its Technical Working Groups.
The Technical Working Groups may be created at the national or regional level as necessary to assist in the performance of the Committee's functions.
The Department of Budget and Management (DBM) is directed to identify sources of funding for the operations and activities of the Committee.
The Committee must prepare monthly reports to the President, through the Presidential Management Staff, detailing the status of its activities.
All issuances, orders, rules and regulations or parts thereof which are inconsistent with Executive Order No. 204 are repealed or modified accordingly.
Executive Order No. 204 took effect immediately upon its issuance on January 20, 2000.
