Executive Order No. 130 establishes Gabay sa Mamamayan Aksyon Centers in barangays nationwide to provide information and services about government programs, aiming to empower communities, address poverty, and promote peace and order.

Objectives of the Gabay sa Mamamayan Aksyon Centers

  • Facilitate community empowerment by providing timely and relevant government information.
  • Address poverty and its social consequences by improving informed access to resources.
  • Support barangays in their role as basic political units handling local governance and development.

Manning and Management

  • Headed by the Punong Barangay (Barangay Captain).
  • Punong Barangay may appoint Information Action Officers from among key local officials including:
    • Sangguniang Barangay members,
    • Barangay Treasurer,
    • Barangay Secretary,
    • Chairman of the Sangguniang Kabataan,
    • Members of Lupong Tagapamayapa,
    • Representatives of Parents-Teachers Associations, senior citizens groups, people’s organizations, NGOs, and other community civic groups.

Support from City and Municipal Governments

  • Provide administrative, technical, and financial support to the centers.
  • Facilitate operational sustainability and integration within local government frameworks.

Role of National Government Agencies

  • Deliver technical assistance through training programs.
  • Ensure availability of brochures and reference materials tailored to community needs.
  • Promote Gabay sa Mamamayan Aksyon Centers as convergence points for government services at the barangay level.

Private Sector and Community Involvement

  • Voluntary support from Parents-Teachers Associations, senior citizens groups, people’s organizations, NGOs, and other community-based civic groups is encouraged.
  • Emphasizes collaboration and volunteerism in enhancing center operations.

Implementing Guidelines

  • The Department of the Interior and Local Government (DILG) is tasked with issuing the implementing rules and regulations within thirty (30) days from the approval of the Order.

Legal Provisions

  • Separability Clause: Declares that if any provision is found unconstitutional, other parts remain effective.
  • Repealing Clause: Repeals or modifies inconsistent orders, issuances, or rules.
  • Effectivity Clause: The Order takes effect immediately upon signing.
