The main purpose of Executive Order No. 130 is to establish Gabay sa Mamamayan Aksyon Centers in all barangays nationwide to serve as institutional links providing adequate and accessible information about national government programs and services to community residents.
The barangay, as the basic political unit, is responsible for establishing and managing the Gabay sa Mamamayan Aksyon Centers.
The Gabay sa Mamamayan Aksyon Center shall be headed by the Punong Barangay (barangay captain).
The Punong Barangay may appoint other Sangguniang Barangay members, Barangay Treasurer, Barangay Secretary, Chairman of the Sangguniang Kabataan, members of the Lupong Tagapamayapa, representatives of the Parents-Teachers Association, Association of Senior Citizens, People’s Organizations, Non-government Organizations, and other community-based civic groups as Information Action Officers.
City and Municipal Governments are tasked with providing administrative, technical, and financial assistance to the Gabay sa Mamamayan Aksyon Centers.
National Government Agencies are to provide technical assistance through training, supply brochures and materials relevant to community information needs, and promote the centers as convergence points for government services at the barangay level.
Private sector groups like Parents-Teachers Associations, senior citizen groups, People’s Organizations, NGOs, and other civic groups are encouraged to volunteer and provide technical assistance to the centers.
The Gabay sa Mamamayan Aksyon Center is an integral part of the Information and Reading Center, enhancing its function to provide access to government information.
The Department of the Interior and Local Government is mandated to issue the implementing guidelines within 30 days of the approval of the Executive Order.
The Separability Clause states that if any provision of the Executive Order is declared unconstitutional, it shall not affect the validity of the other provisions that can still subsist and be implemented in their entirety.
All orders, issuances, and rules inconsistent with Executive Order No. 130 are repealed or modified accordingly.
Executive Order No. 130 took effect immediately upon its approval on September 30, 2002.
