The establishment of the Center for Land Administration and Management-Philippines (CLAMP) aims to enhance land administration and management through the integration of innovative technologies and streamlined processes, supported by a multi-sector oversight committee and a focus on sustainability and training.

Implementation Structure

  • Management is arranged in three levels:
    1. Oversight Committee (CLAMP-OC):
      • Provides strategic direction, oversight, and resource support.
      • Composed of representatives from government (DENR, LMB, HRDS, ERDB, LRA, DAR, NCIP, PRA, NAMRIA, BLGF), academia, and private sector (Geodetic Engineers of the Philippines).
    2. National Office:
      • LMB performs implementation and coordination.
      • Staff includes CLAMP Manager, Administrative Officer, and Knowledge Management Officer.
    3. Training Field Site:
      • Initially located in DENR-Region 8.
      • Undergirds practical training and technology mainstreaming.
      • Position of Coordinator and Assistant appointed by LMB Director.

Duties and Responsibilities

  • Oversight Committee:
    • Reviews strategies for relevance and alignment with government priorities.
    • Provides policy guidance and monitors agency compliance.
    • Confirms appointment of Center Manager.
  • National Office:
    • LMB Director supervises CLAMP.
    • Acts as Secretariat to Oversight Committee: prepares agendas, organizes meetings, documents minutes.
    • Manages program implementation, reviews performance, and recommends policy.
    • Coordinates with government agencies and ensures program quality and sustainability.
    • Mobilizes resources for sustained operations.
  • Training Field Site:
    • Serves as national conduit for training activities.

Funding Arrangements

  • CLAMP operates within DENR’s budget initially, with LMB incorporating CLAMP’s budget in its annual plan.
  • Authorized to mobilize resources from other sources.
  • DENR Regional Offices and other agencies using CLAMP services pay fees.
  • Creation of a trust fund or special account for financial transactions.
  • Training services covered by Memoranda of Agreement with recipient entities.

Sustainability Plan

  • LMB tasked to prepare a comprehensive Business Plan detailing phased implementation for operational sustainability of CLAMP.

Core Programs

  • Mainstreaming LAM systems and technologies through:
    1. LAM Technology Transfer:
      • Technologies include Cadastral Index Mapping, Systematic Adjudication, One-Stop-Shop, Cadastral Survey and Records Management, Land Administration and Management System, and Innovation Support Fund systems.
    2. LAM Technical Trainings:
      • Complement technology transfer with expert-led trainings.
    3. Technical Advisory:
      • Expert advisers provide support for technology adoption.

Support Programs

  • CLAMP enhances core programs with:
    • Advocacy and Linkages focusing on Continuing Education and Research Development in LAM.
    • Provision of Learning Resources accessible via website and library.

Effectivity

  • The Order takes effect 15 days after publication in a newspaper of general circulation and acknowledgement by the Office of the National Administrative Register (ONAR).
