The establishment of the Center for Land Administration and Management-Philippines (CLAMP) aims to enhance land administration and management through the integration of innovative technologies and streamlined processes, supported by a multi-sector oversight committee and a focus on sustainability and training.

The purpose of establishing CLAMP is to institute reforms in the land sector to improve its administration and management system by integrating new Land Administration and Management (LAM) innovations and technologies, promoting their use in DENR and other government agencies, and sustaining their continuous development.

Executive Order No. 192, series of 1987 grants the DENR the authority to develop operating standards and procedures to carry out the provisions of Commonwealth Act No. 141 and other related laws in the land sector.

The three implementation levels of CLAMP are: (A) Oversight Committee (CLAMP-OC), (B) National Office managed by the Land Management Bureau (LMB), and (C) Training Field Site initially stationed at DENR-Region 8.

The CLAMP-OC is composed of representatives from the government sector including the DENR Undersecretary as Chairman, directors or representatives from various bureaus like LMB, HRDS, ERDB, LRA, DAR, NCIP, PRA, NAMRIA, the BLGF Executive Director, a dean or representative from an academic institution offering LAM courses, and the President or representative of the Geodetic Engineers of the Philippines from the private sector.

The CLAMP-OC provides strategic direction, reviews the Center’s strategies and policies, promulgates policy guidance, monitors performance and compliance of member agencies, builds consensus on reforms, and confirms the designation of the CLAMP Manager.

The LMB performs overall implementation and coordination functions for CLAMP, supervises the National Office, appoints key personnel, acts as Secretariat for the Oversight Committee, ensures program quality and alignment with government policies, coordinates with other agencies, and mobilizes resources for sustainability.

The initial Training Field Site of CLAMP is located at the DENR Regional Office in Region 8.

CLAMP initially operates within the budget structure of the DENR, with its budget included in the LMB's annual plan. It may raise funds from other sources and charge fees to agencies that use its services, with collected fees deposited in a trust fund or special account.

The core programs of CLAMP include: (A) LAM Technology Transfer involving various technologies such as Cadastral Index Mapping, Systematic Adjudication, One-Stop-Shop, and others; (B) LAM Technical Trainings delivered by a pool of experts; and (C) Technical Advisory to support the technology adoption process.

Support programs include Advocacy and Linkages which focus on Continuing Education and Research Development in LAM, as well as making Learning Resources available through its website and library.

The Land Management Bureau shall prepare a Business Plan detailing phases of implementation to guide the proper operation and ensure the sustainability of CLAMP.

The order took effect fifteen (15) days after its publication in a newspaper of general circulation and upon acknowledgement of receipt by the Office of the National Administrative Register (ONAR).
