  • BEmONC Capacity: The functional capability of health facilities like hospitals or rural health units to provide emergency obstetric and newborn care 24/7 or on-call basis, certified by the DOH.
  • Professional Societies: Accredited organizations of healthcare professionals responsible for continuing education and accreditation (e.g., POGS, PPS, PSNbM, PAP, PAFP, PNA, IMAP, PLGPMI, MFP).
  • Proficiency: The competency and skills healthcare professionals demonstrate in delivering quality health care through continuous practice and expertise.

Implementing Guidelines

  • Establishment Criteria for BEmONC Training Centers:

    • Must be a regional hospital or medical center with:
      • Obstetrics and Gynecology Department accredited by Philippine Obstetrics and Gynecological Society.
      • Pediatric Department accredited by Philippine Pediatric Society.
      • Accreditation by the Professional Regulations Commission (PRC) as a Continuing Professional Education provider.
      • A designated pool of trainers including a minimum of 2 obstetricians, 1 pediatrician, 1 nurse, and 1 midwife who have completed a 5-day Training of Trainers course.
      • At least 2 administrative personnel supporting training activities.
      • Adequate training infrastructure including space, furniture, and equipment (e.g., LCD projector, pelvic model, newborn mannequins).
    • Training institutions may form networks for resource sharing including trainers, equipment, supplies, and venues.
  • Training and Certification:

    • All training centers must utilize the BEmONC skills training course module from DOH, adapted from WHO guidelines on Pregnancy, Childbirth, Postpartum and Newborn Care.
    • Trainees who complete the course receive a Certificate of Training as BEmONC skilled health providers.
    • CHDs (Centers for Health Development) are responsible for ensuring trained health providers work in BEmONC-capable facilities.
    • Trainers must conduct random mentoring visits to trainees using standard evaluation tools.
    • CHDs, in coordination with local government units (LGUs), must regularly monitor trained personnel in their workplaces.

Resource and Funding Provisions

  • Tuition Fees and Funding:
    • Provincial and city Annual Operations Plans (AOP) must specify BEmONC training resource needs and funding sources.
    • Funding may come from DOH grants or LGU Internal Revenue Allotment.
  • Trainer Incentives:
    • Trainers shall receive training fees aligned with Department Order No. 2009-0084.
    • Training fees are sourced from tuition fees paid by trainees.

Repealing Clause

  • All prior orders and related issuances inconsistent with this order are repealed and rescinded.

Effectivity

  • This Administrative Order takes effect immediately upon issuance on July 25, 2011.
