The main purpose is to provide guidelines for the establishment of Basic Emergency Obstetric and Newborn Care (BEmONC) training centers in regional hospitals and medical centers to improve the capacity of health care providers in delivering quality maternal and newborn care.
It applies to all regional hospitals, medical centers, and similar institutions.
The hospital must be a 3rd or 4th level facility with an accredited Obstetrics and Gynecology Department, an accredited Pediatric Department, be accredited by the Professional Regulations Commission as a Continuing Professional Education provider, have a designated pool of trainers who completed the standard training course, have administrative support staff, and have adequate training infrastructure.
BEmONC Capacity refers to the functional ability of a health facility such as a primary/district hospital, RHU, birthing clinic, or birthing home to operate 24/7 or on-call basis providing Basic Emergency Obstetric and Newborn Care services, certified by the DOH after meeting standard requirements.
A minimum of two Obstetricians, one Pediatrician, one Nurse, and one Midwife who have undergone standard training.
They must have completed the standard 5-day Training of Trainers on BEmONC capacity, presentation skills, and the principles of Adult Learning.
Training equipment such as LCD projector, laptop, sound system, IV training arm, pelvic model, newborn mannequin, among others.
Professional societies include the Philippine Obstetrics and Gynecological Society (POGS), Philippine Pediatric Society (PPS), Philippine Society of Newborn Medicine (PSNbM), Perinatal Association of the Philippines (PAP), Philippine Academy of Family Physicians (PAFP), Philippine Nurses Association (PNA), Integrated Midwives Association of the Philippines (IMAP), Philippine League of Government & Private Midwives Incorporated (PLGPMI), and the Midwives Foundation of the Philippines (MFP).
Funds may come from grants to the LGUs by the Department of Health or from the LGUs' Internal Revenue Allotment, and are indicated in the Annual Operations Plan (AOP) of provinces and cities.
The CHDs and LGUs must ensure that trained health care providers practice in BEmONC facilities and conduct monitoring and mentoring visits to assess performance in their work settings.
All other orders and related issuances inconsistent with this Order are repealed and rescinded.
The Order took effect immediately upon its adoption on July 25, 2011.
