Continuity and Appointment of Officials
- Incumbent officials of Aurora continue their duties within the newly created province.
- These officials serve until new provincial officials are appointed by the President (Prime Minister).
- Appointed officials hold office until elected successors qualify.
Transfer of Properties and Obligations
- All funds, obligations, and properties owned by or assigned to the sub-province of Aurora become assets of the new Province of Aurora.
Seat of Government and Provincial Existence
- The municipality of Baler is designated as the seat of government of the new province.
- The province officially begins its existence on the date specified in a presidential proclamation.
- The proclamation occurs after a plebiscite and appointment and qualification of provincial officers.
- The Commission on Elections supervises the plebiscite, to be conducted under Presidential Decree No. 1577.
- The plebiscite must be held within six months from the Act's effectivity.
Application of Laws and Jurisdiction
- Existing and future laws applicable to regular provinces apply to Aurora from the proclamation date.
- Aurora falls within the jurisdiction of the 9th Judicial District.
Financial Provisions for Plebiscite
- The expenses for conducting the plebiscite are charged to the budget appropriated for the Commission on Elections.
Effectivity of the Act
- This Act takes effect immediately upon approval.
