The main purpose of Batas Pambansa Blg. 7 is to separate the Sub-province of Aurora from the Province of Quezon and establish Aurora as an independent province.
Aurora was declared an independent province on November 21, 1978, as per the approval date of the Act.
The incumbent officials of the Sub-province of Aurora continue to perform their duties until the provincial officials of the new province are appointed by the President (Prime Minister).
The officials are appointed by the President (Prime Minister) and hold office until their successors are elected and qualified.
All funds, obligations, and properties owned by or assigned to the Sub-province of Aurora shall become the property of the new Province of Aurora.
The seat of government of the new Province of Aurora is in the municipality of Baler.
Aurora begins to exist upon the proclamation by the President after a plebiscite and upon the appointment and qualification of its officers.
The Commission on Elections supervises the plebiscite which must be held within six (6) months from the effectivity of the Act.
The new Province of Aurora falls under the jurisdiction of the 9th Judicial District.
All provisions of law applicable to regular provinces shall apply to the new Province of Aurora from the date its existence is proclaimed.
Expenses for the plebiscite are supported by appropriations provided for the Commission on Elections.
The Act took effect upon its approval on November 21, 1978.
