Appropriation and Funding
- Initial funding for the hospital's establishment shall be charged against the appropriations authorized under the Fiscal Year 1989 General Appropriations Act.
- Subsequent funding for the hospital’s operation and maintenance shall be included in the annual General Appropriations Act.

Pre-construction Requirements
- Prior to the hospital’s construction, the Secretary of Health must issue a written assurance.
- This assurance shall confirm that personnel appointments for the hospital will be made.
- It must also confirm that necessary funds for maintenance and operation have been appropriated.
- This provision safeguards against the establishment of a hospital without proper staffing and financial planning.
Effectivity of the Act
- The Act shall take effect immediately upon its approval.
