Establishment of UEP Campuses in Northern Samar

Section 2 establishes campuses of the University of Eastern Philippines (UEP) in the municipalities of Allen, Victoria, and Lavezares, Province of Northern Samar.
The campuses are designated as UEP-Allen Campus, UEP-Victoria Campus, and UEP-Lavezares Campus (Section 2).
Section 2 refers to the University of Eastern Philippines (UEP) as the “University.”

Section 3 requires the UEP campuses to primarily provide short-term, technical-vocational, undergraduate, and graduate courses.
Section 3 limits course offerings to their respective areas of competency and specialization pursuant to the University’s mandate.
Section 3 directs the campuses to offer courses according to their capabilities, as the Board of Trustees may deem necessary.
Section 3 mandates that the campuses respond to human resources development needs of the Province of Northern Samar and Region VIII.
Section 3 mandates the campuses to undertake research and extension services.
Section 3 mandates the campuses to provide progressive leadership in research and extension.

Section 4 provides that each campus shall be headed by a Campus Administrator.
Section 4 requires the Campus Administrator to render full-time service.
Section 4 provides that the Campus Administrator shall be appointed or designated by the Board.
Section 4 requires appointment or designation to be upon the recommendation of the search committee and the President of the University.

Section 5 provides that all assets, real and personal, personnel, and records of the UEP-Allen, UEP-Victoria, and UEP-Lavezares campuses shall be transferred to the University.

Section 5 mandates that parcels of land belonging to the government occupied by the campuses shall be declared the property of the University.

Section 5 provides reversion rules: if the University cease to exist or be abolished, or if the parcels of land are no longer needed by the University, the parcels shall revert to the concerned local government unit or to the Republic of the Philippines, as the case may be.

Section 7 provides that all other powers, functions, privileges, responsibilities, and limitations under existing laws are deemed granted to or imposed upon the University and its officials, when appropriate.

Section 8 requires that the amount necessary to carry out the provisions of the Act shall be included in the annual General Appropriations Act.

Section 9 provides that if any part or provision of the Act is declared invalid or unconstitutional, the remaining parts not affected shall remain in full force and effect.

Section 10 provides that laws, presidential decrees, executive orders, rules, and regulations contrary to or inconsistent with the Act are repealed or modified accordingly.
