Authorized university establishment

Severability
- Section 9 provides that if any part or provision of the Act is declared invalid or unconstitutional, the remaining parts not affected shall remain in full force and effect.
Repeal of inconsistent laws
- Section 10 provides that laws, presidential decrees, executive orders, rules, and regulations contrary to or inconsistent with the Act are repealed or modified accordingly.
