RA 11860 is entitled the “University of Eastern Philippines (UEP)-Allen, Victoria, and Lavezares Campuses Act.” It establishes UEP campuses in Allen, Victoria, and Lavezares, Northern Samar, and appropriates funds for their establishment and operation.
The municipalities of Allen, Victoria, and Lavezares in the Province of Northern Samar.
UEP-Allen Campus, UEP-Victoria Campus, and UEP-Lavezares Campus.
They primarily provide short-term, technical-vocational, undergraduate, and graduate courses within their respective areas of competency and specialization, pursuant to UEP’s mandate, and as the Board may deem necessary for the University’s objectives and human resources needs of Northern Samar and Region VIII.
They are mandated to undertake research and extension services and to provide progressive leadership in these areas.
Each campus is headed by a Campus Administrator who renders full-time service.
The Campus Administrator is appointed or designated by the Board upon the recommendation of the search committee and the President of the University, subject to the guidelines, qualifications, and standards set by the Board.
All assets (real and personal), personnel, and records, as well as liabilities or obligations, of the UEP-Allen, UEP-Victoria, and UEP-Lavezares campuses are transferred to the University.
They are declared to be the property of the University and shall be titled under the University’s name.
If the University ceases to exist or is abolished, or if the parcels of land are no longer needed by the University, the same shall revert to the concerned local government unit or to the Republic of the Philippines, as the case may be.
Republic Act No. 8292 (Higher Education Modernization Act of 1997) is made part of the Act and, together with RA 11860, serves as the governing charter of UEP.
All powers, functions, privileges, responsibilities, and limitations under existing laws are deemed granted to or imposed upon the University and its officials, whenever appropriate.
The amount necessary to carry out the provisions of the Act shall be included in the annual General Appropriations Act.
Under the separability clause (Section 9), the remaining parts not affected shall remain in full force and effect.
All laws, presidential decrees, executive orders, rules and regulations contrary to or inconsistent with RA 11860 are repealed or modified accordingly.
It takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
It states the Act lapsed into law on June 04, 2022 without the signature of the President, in accordance with Article VI, Section 27(1) of the Constitution.
