DOH hospital development plan requirements
- The DOH must develop a hospital development plan reflecting the hospital’s developmental goals under Section 2.
- Any future increase in bed capacity and any upgrading of health care services and facilities must be based on the hospital development plan.
- The hospital development plan must include a hospital site and physical facilities development covering the area of the mandated location under Section 2.
- The hospital site must be at least two thousand (2,000) square meters within the premises of the National Center for Mental Health (NCMH).
- The hospital site location requirement is treated as an exception to Republic Act No. 5260 and other related laws, executive orders, regulations, and issuances.
Appropriation and funding channel
- PHP 900,000,000.00 is appropriated for the implementation of this Act.
- The appropriation must be included and funded under the 2022 General Appropriations Act under the Health Facilities Enhancement Program (HFEP) of the DOH.
Rules and regulations for implementation
- The DOH must issue the necessary rules and regulations for effective implementation within sixty (60) days from the effectivity of this Act.
Separability clause
- If any provision or part of the Act is declared unconstitutional, the remaining parts or provisions not affected must remain in full force and effect under Section 5.
Repeal and modification of inconsistent laws
- All laws, executive orders, issuances, rules and regulations inconsistent with this Act are repealed or modified accordingly under Section 6.
Effectivity and publication rule
- The Act takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation under Section 7.

- The Act was approved on June 24, 2021.
- The Act originated in the House of Representatives and was passed by the House of Representatives and the Senate of the Philippines on June 2, 2021.
