RA 11557 establishes the Senate President Neptali A. Gonzales General Hospital (SPNAGGH), a three hundred (300)-bed capacity tertiary training and general hospital.
It is to be located in Nueve de Febrero St., Barangay Mauway, City of Mandaluyong.
The hospital shall be under the direct supervision and control of the Department of Health (DOH).
The DOH must develop a hospital development plan reflecting the developmental goals of the hospital, including site and physical facilities development.
Any future increase in bed capacity and upgrades of health care services and facilities must be based on the hospital development plan.
The hospital site must be at least two thousand (2,000) square meters within the premises of the National Center for Mental Health (NCMH).
The requirement that the site be within NCMH premises is stated to be an exception to the provisions of Republic Act No. 5260 and other related laws, executive orders, regulations, and issuances.
RA 11557 appropriates Nine hundred million pesos (P900,000,000.00), to be included and funded under the 2022 General Appropriations Act under the Health Facilities Enhancement Program (HFEP) of the DOH.
It takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
If any provision or part is declared unconstitutional, the remaining parts not affected shall remain in full force and effect (separability clause).
All laws, executive orders, issuances, rules and regulations inconsistent with RA 11557 are repealed or modified accordingly.
