Creation and Functions of the Pambansang Lupon
- Establishes the Pambansang Lupon ng Kilusang Kabuhayan at Kaunlaran (National Council on Livelihood).
- Responsibilities include developing national livelihood strategy, formulating policies and guidelines, defining priority areas, creating model projects.
- Identifies and facilitates access to technical and financial assistance.
- Utilizes existing lending programs and develops additional financial conduits.
- Develops nationwide training program for officials and entrepreneurs.

Composition and Structure of the Pambansang Lupon
- Chaired by the President with the Prime Minister as Vice-Chairman.
- Members include key Cabinet Ministers, Central Bank Governor, Presidents of Philippine National Bank and Development Bank of the Philippines.
- May include additional members from local government and private sector.
- Authorized to create an Executive Committee.
Secretariat and Implementation Agency
- Ministry of Human Settlements acts as secretariat and implementing agency.
- Minister of Human Settlements serves as Secretary-General of the Pambansang Lupon.
- Other agencies provide additional support as directed.
Regional Level Coordination
- Regional Development Council responsible for coordination of national and local government activities, focusing on Kilusang Kabuhayan.
- Regional Development Council includes regional representatives of Batasang Pambansa as ex officio members.
- May establish special subcommittee or use existing committees to promote and monitor KKK.
- Supported by Ministry of Human Settlements and other ministries/agencies.
Provincial Level Coordination

Additional Functions of Provincial Development Council
- Coordinates extension programs and field operations of national government agencies at provincial level.
- Promotes KKK activities province-wide.
- Monitors and coordinates livelihood projects for consistency and rationalization within the province.
Municipal Level Implementation and Coordination
- Municipality is primary unit for KKK implementation.
- Municipal Development Council (composition modified) coordinates national and local government efforts.
- Chaired by Municipal Coordinator (usually the mayor) supported by Assistant Municipal Coordinator.
- Members include vice mayor, sangguniang bayan members, barangay captains, senior national officials assigned to municipality.
- Absorbs all existing municipal councils related to similar functions.
Functions and Powers of the Municipal Development Council
- Coordinates extension programs and field operations at municipal level.
- Identifies potential livelihood projects related to KKK.
- Provides guidelines for establishing livelihood projects.
- May create special subcommittee or act itself in promotion and monitoring of KKK.
Implementation of Livelihood Projects at Municipal Level
- Municipal Coordinator responsible for implementation of all livelihood projects.
- Acts as initial contact point for KKK assistance inquiries.
- Supported by Ministry of Human Settlements representatives and other ministries as needed.
- May access province-based or region-based technical assistance from national government and educational institutions.
Approval Process of Local Projects
- Establishment of productive enterprises in municipalities or barangays does not require approval from higher local government authorities, except if special financing requires it.
- Normal permits and licenses from provincial or national government still necessary.
Encouragement of Joint Enterprises
- Municipal Coordinators encouraged to assist in establishing joint ventures among municipalities and neighboring cities.
- May select overall coordinator for joint enterprise.
Supervision of Extension Personnel
- Municipal Coordinator supervises extension workers of national agencies through senior officials.
- Powers include reviewing deployment plans, adjusting deployment, managing administrative matters, and recommending discipline or recognition.
- Other national government personnel such as teachers may be enlisted in promoting KKK.
Definition of Extension Workers
- Government employees engaged primarily or fully in non-formal transfer of scientific and technological knowledge and skills.
- Functions include facilitating, supervising, disseminating, or implementing practical applications for specific clientele.
Training of Extension Workers and Officials
- Training and information programs created to reorient extension personnel.
- Programs extended also to local government officials and entrepreneurs.
- Pambansang Lupon responsible for designating implementing entities and approving program contents and participation.
- Coordination with Civil Service Commission and Ministry of the Budget required.
Applicability of Organizational Structure
- Organizational structure applies to all regions except the National Capital Region and Regions IX and XII, where it shall be adapted as feasible.
- Provisions applicable to chartered cities at municipal level, except these are not under provincial coordination.
Funding Arrangements
- Organizational and operating expenses charged against National Livelihood Programs Support Fund and other appropriated funds.
- All releases subject to approval of Pambansang Lupon and/or the President.
- Project funding sourced from various government financial programs and institutions.
- Pambansang Lupon coordinates allocation for organizational, operational, equity, and debt funding needs.
Repealing Clause
- Any conflicting laws, decrees, orders, rules, and regulations are repealed or modified accordingly.
Separability Clause
- If any provision is declared unconstitutional, it does not nullify other provisions, provided remaining provisions can still fulfill the Executive Order's objectives.
Effectivity
- The Executive Order took effect immediately upon issuance.
