The Municipal Development Council coordinates extension programs, identifies and makes available potential livelihood projects, provides guidelines for livelihood projects establishment, and promotes and monitors the implementation of Kilusang Kabuhayan at Kaunlaran at the municipal level.

The Municipal Coordinator is the municipal mayor unless otherwise indicated by the Pambansang Lupon. The Coordinator is responsible for implementing livelihood projects in the municipality, encouraging productive private enterprises, supervising extension workers, and serving as the initial contact for Kilusang Kabuhayan at Kaunlaran assistance.
