Establishment and Scope of the Expanded Career Progression System

Classroom Teaching Career Line

  • Advancement to Master Teacher I requires meeting Civil Service Commission (CSC) qualifications and attaining Career Stage III (Highly Proficient) in the Philippine Professional Standards for Teachers.

School Administration Career Line

  • Includes four classes: School Principal I to School Principal IV.
  • Promotion to School Principal I requires CSC qualifications, proficiency as defined in Professional Standards for School Heads, and passing a DepEd-administered school head assessment.
  • Assistant School Principals (I-III) may be promoted/reclassified to School Principal positions with priority and professional development.
  • Master Teacher I may shift careers to school administration upon promotion.

Equivalence of Positions

  • Positions in Classroom Teaching and School Administration Career Lines are matched equivalently:
    • Master Teacher V = School Principal IV
    • Master Teacher IV = School Principal III
    • Master Teacher III = School Principal II
    • Master Teacher II = School Principal I

Creation of Additional Position Titles

  • Department of Budget and Management (DBM) to establish new titles: Teacher IV to Teacher VII, and Master Teacher V.
  • These positions to be incorporated in the official occupational index with corresponding salary grades.

Choice and Transition Between Career Lines

  • Career base established from Teacher I to Teacher VII.
  • Upon qualifying as Master Teacher I, a teacher chooses Classroom Teaching or School Administration career lines.
  • CSC, DepEd, and PRC will align qualification standards for public teachers across elementary, secondary, and Senior High School levels.
  • Career progression in Classroom Teaching leads upward from Master Teacher II.
  • Career progression in School Administration leads upward from School Principal I.
  • Switching between career lines is permitted if qualifications and competencies are met for the higher position.

Implementation and Regulation

  • CSC, DBM, DepEd, and PRC mandated to issue implementing rules and regulations within 90 days.

Separability Clause

  • Invalid or unconstitutional provisions do not affect the validity of the remaining parts of the Order.

Repeal of Conflicting Issuances

  • Orders, rules, or regulations inconsistent with this Order are repealed or modified accordingly.

Effectivity

  • The Order takes effect immediately upon publication in the Official Gazette or a newspaper of general circulation.
