Executive Order No. 174 establishes a career progression system for public school teachers in the Philippines, providing clear career lines and qualifications for advancement in both classroom teaching and school administration positions.

The classes are: School Principal I, School Principal II, School Principal III, and School Principal IV.

Advancement requires meeting the minimum qualifications prescribed by the CSC, achieving the desired proficiency level for school heads defined in the Philippine Professional Standards for School Heads, and passing a school head assessment administered by the Department of Education.

The positions are equivalent as follows: Master Teacher V is equivalent to School Principal IV; Master Teacher IV to School Principal III; Master Teacher III to School Principal II; Master Teacher II to School Principal I.

The new positions are Teacher IV, Teacher V, Teacher VI, Teacher VII, and Master Teacher V.

Yes, teachers can switch career lines provided they possess all necessary qualifications and expected competencies for the next higher positions in the other career line.

The Civil Service Commission (CSC), the Department of Education (DepEd), and the Professional Regulation Commission (PRC) are responsible for harmonizing these qualification standards.
