Coverage of the System
- Applies to all regular positions in the Office of the President (Proper), including the Executive Office and the President's private and immediate offices.
- Excludes positions with rank equivalent to Cabinet Member and other exceptions specifically provided.
Structure of the Position Classification Plan
- Divides positions into two major levels: Career Executive Service (CES) Level and sub-Career Executive Service Level.
- The sub-CES level is further divided into occupational groups and position classes.
- Includes rules and regulations for implementation and administration.
Compensation Plan Details
- CES level positions follow the CES salary scale with a two-grade advantage over comparable positions.
- Sub-CES level salaries are set with a detailed pay range table from Pay Range 1 to 22, with step-wise salary increments within each range.

Classification Rules
- Initial classification must be done by the Ministry of the Budget before budget inclusion.
- Classification based on regular duties, responsibilities, and qualification requirements.
- New position creation requires submission to the Minister of the Budget per P.D. Nos. 985 and 1177.
- Reclassification allowed for significant permanent changes, to be submitted with position description and other documents.
- Changes to position classification effective immediately if lateral or downward; upward reclassification effective from next calendar year.
- Applies to all existing and future positions in the Office of the President.
Salary Rules
- First step in pay range is the hiring rate.
- Employees can receive higher-than-minimum salary based on previous government service, subject to range and appropriation.
- Promotions to higher class positions may retain a salary above the maximum of the new class.
- Salary progression tied to service length and certification of satisfactory performance; increments from first to fifth step over specified years.
- Adjustments made for employees paid between salary steps.
- Voluntary demotions generally without salary loss, except when current salary exceeds the maximum authorized.
- No employee shall earn more than their immediate supervisor.
Salary Increases for Lump Sum Appropriations
- Employees paid from lump sum appropriations may receive raises upon recommendation by the Minister of the Budget and Presidential approval.
- Funds charged against respective lump sum appropriations.
General Salary Increases
- National government salary increases are based on periodic surveys by the Office of Compensation and Position Classification.
- Increases may be across-the-board or in-step, requiring Minister of the Budget recommendation and Presidential approval.
Revision of the Plans
- Classification and compensation plans may be revised if periodic salary surveys indicate need.
- Revisions require recommendation by the Minister of the Budget and approval by the President.
Additional Compensation Policies
- Transportation and Representation Allowances granted only to officials and equivalents as per current appropriation laws, determined by the Ministry of the Budget.
- Cost of Living Allowances granted subject to availability and Presidential authorization.
- Clothing Allowances limited mainly to female regular employees, drivers, garage personnel, waiters, and security personnel, with set maximum amounts.
- Laundry Allowances provided to specific groups such as drivers and security personnel.
- Hazard Pay extended to X-Ray Technicians exposed to radiation and to employees in declared emergency areas.
- Per Diems granted in accordance with P.D. No. 1177 provisions.
- Nurses receive subsistence and laundry allowances in place of quarters as per R.A. No. 649.
- Ceilings on allowance payments align with pertinent budget provisions.
Relation to National Compensation and Position Classification Plan
- The Office of the President's plans established within the framework of P.D. No. 985.
- Changes to these plans require Presidential approval upon Minister of the Budget's recommendation.
Effectivity
- The rules and regulations take effect as of July 1, 1978, promulgated on March 31, 1979, by President Ferdinand E. Marcos.
