Executive Order No. 530 establishes the rules and regulations for the classification and compensation system for positions in the Office of the President in the Philippines, including salary scales, position classes, and the process for classification and reclassification.

Questions (EXECUTIVE ORDER NO. 530)

The system covers all regular positions in the Office of the President (Proper) consisting of the Executive Office and the President’s private and immediate offices, except positions with the rank of, or equivalent to, Cabinet Member and except as may be otherwise provided in the Order.

The two major levels are the Career Executive Service (CES) Level and the sub-Career Executive Service Level, which is further subdivided into occupational groups under which are position classes.

The salary scale of the Career Executive Service (CES) applies to CES level positions in the Office of the President, with the provision that such positions have a two-grade advantage over comparable CES positions elsewhere.

Proposals for the creation of new positions must be submitted to the Minister of the Budget, who shall take final action pursuant to P.D. No. 985 and P.D. No. 1177. Positions are classified based on regular and permanent duties and qualifications and must be approved before inclusion in the budget.

Salaries may be increased within the salary range step-by-step based on satisfactory service with approval and sufficient appropriations. Salary increases may also be granted upon promotion, national government salary adjustments, or based on recommendations by the Minister of the Budget and approval by the President.

Only officials and those with equivalent rank authorized under Section 20 of Batas Pambansa Blg. 1 for CY 1979 are entitled to transportation and representation allowances, with ranks determined by the Ministry of the Budget.

They are entitled to uniform/clothing allowances in kind and laundry allowances charged against appropriations for 'other services' or savings in the Office of the President's appropriations.

Hazard pay is granted to X-Ray Technicians exposed to radiation hazard pursuant to Commonwealth Act No. 402, and hazard duty pay is authorized in strife-torn or embattled areas upon declaration of a state of emergency by the Minister of National Defense.

This Executive Order took effect on July 1, 1978.
