Establishment of the Plant Quarantine Security System (PQSS)
- The PQSS is instituted under the Bureau of Plant Industry's Plant Quarantine Service to prevent the entry of mango pests.

Prohibition on Introduction of Mango Fruits and Seeds
- Bringing mango fruits and seeds into Guimaras from outside sources is strictly prohibited to prevent pest introduction.
Operational Control and Staffing of PQSS
- The PQSS operates under the direct supervision of the Bureau of Plant Industry’s Plant Quarantine Service.
- Plant Quarantine Officers and assigned personnel manage quarantine operations within Guimaras.
Functions and Enforcement Mechanisms
- PQSS is responsible for preventing entry of mango fruits and seeds produced outside Guimaras.
- Upon interception, Plant Quarantine Officers may destroy or return intercepted mangoes to their origin at the owner's expense.
Manpower and Assignments
- The Bureau of Plant Industry, in coordination with the Regional Director of Region VI, shall deploy competent Plant Quarantine Officers at all entry points in Guimaras.

- All funds allocated for Plant Quarantine Service maintenance in Guimaras, as provided by Proclamation 314, are under the Bureau of Plant Industry’s control and management.
Inter-Agency Cooperation
- The Director of Plant Industry and the DA Regional Director for Region VI must cooperate to ensure the efficient and effective implementation of the quarantine objectives.
Effectivity and Supersession
- The Order takes effect immediately upon promulgation.
- It supersedes and revokes any previous orders inconsistent with its provisions.
