The purpose is to establish a Plant Quarantine Security System in the Island of Guimaras under the Bureau of Plant Industry to prevent the introduction of mango pulp weevil and mango seed weevil, thereby maintaining Guimaras as a pest-free zone.
The Bureau of Plant Industry, specifically the Plant Quarantine Service, is given direct supervision and control over the Plant Quarantine Security System in Guimaras.
Section 1 prohibits the introduction and/or bringing into the Island of Guimaras of mango fruits and seeds.
The PQSS is operated by Plant Quarantine Officers and other plant quarantine personnel duly assigned to the Island of Guimaras under the Bureau of Plant Industry.
The PQSS shall prevent the introduction or entry of all mango fruits and seeds produced outside Guimaras into the Island. If intercepted, the mangoes will be destroyed or returned to the place of origin at the expense of the owner.
The expense is borne by the owner(s) of the mango fruits or seeds intercepted.
The Bureau of Plant Industry, in coordination with the Regional Director of Region VI, assigns competent Plant Quarantine Officers to Guimaras and its points of entry.
Funds allocated by virtue of Proclamation No. 314 for the maintenance of the Plant Quarantine Service in Guimaras shall be under the control and management of the Bureau of Plant Industry.
The Director of Plant Industry and the DA Regional Director for Region VI are mandated to cooperate for the smooth, efficient, and effective attainment of the Order's objectives.
The Order took effect immediately upon adoption on December 27, 1993.
