Establishment and Purpose of the NSTIC
- The National Science Teaching Instrumentation Center (NSTIC) is established within the DECS.
- The NSTIC shall coordinate closely with the Department of Science and Technology (DOST).
- Objectives of NSTIC include:
- Developing prototypes of science teaching equipment using indigenous and locally available materials.
- Creating user and experimentation manuals tailored for the equipment.
- Setting standards for science teaching equipment nationwide.
- Assisting the private sector in mass-producing identified prototypes through technical support and collaboration.
- Providing training programs for science teachers on the use of instructional equipment.
- Conducting quality control to ensure equipment meets set technical specifications.
- Developing a system for repair and maintenance of science equipment provided to public schools.
Location and Facilities
- The NSTIC is located in Sudlon, Lahug, Cebu City on a 3,000 square meter parcel donated to the DECS.
- Existing buildings and equipment from the Science Training Improvement Project (Germany-Philippines agreement) are transferred to NSTIC under agreed terms.
Governance: Management Committee
- Composed of key officials:
- Secretary of Education, Culture and Sports (Chairman)
- Director of the Bureau of Secondary Education (DECS)
- Designated Regional Director (DECS)
- Directors of Science Education Institute and Industrial Technology Institute (DOST representatives)
- Two industry representatives appointed by the Secretary
- The Secretary may delegate an Undersecretary to attend meetings.
- Other officials like the Center Director and Regional Directors may be called to meetings.
- Powers and functions:
- Formulate policies and rules for NSTIC.
- Determine organizational structure with manpower from DECS plantilla.
- Exercise all necessary powers to fulfill NSTIC’s mandate.
Operational Management
- The Center shall have a Director appointed by the Secretary of Education, Culture and Sports.
- The Director handles the daily operations and administration of the NSTIC.
Support and Resources
- DECS shall provide technical and staff support to NSTIC.
- Initial funding is charged against the Contingent Fund as per the 1993 General Appropriations Act.
- Future funding is included in DECS’ budget under the General Appropriations Act.
Implementation Authority and Effectivity
- The Secretary of Education, Culture and Sports is authorized to issue rules and regulations to implement the Executive Order efficiently.
- The Executive Order takes effect immediately upon issuance on July 22, 1993, by virtue of the President’s authority.
