Location and Facilities

  • The NSTIC is located in Sudlon, Lahug, Cebu City on a 3,000 square meter parcel donated to the DECS.
  • Existing buildings and equipment from the Science Training Improvement Project (Germany-Philippines agreement) are transferred to NSTIC under agreed terms.

Governance: Management Committee

  • Composed of key officials:
    • Secretary of Education, Culture and Sports (Chairman)
    • Director of the Bureau of Secondary Education (DECS)
    • Designated Regional Director (DECS)
    • Directors of Science Education Institute and Industrial Technology Institute (DOST representatives)
    • Two industry representatives appointed by the Secretary
  • The Secretary may delegate an Undersecretary to attend meetings.
  • Other officials like the Center Director and Regional Directors may be called to meetings.
  • Powers and functions:
    • Formulate policies and rules for NSTIC.
    • Determine organizational structure with manpower from DECS plantilla.
    • Exercise all necessary powers to fulfill NSTIC’s mandate.

Operational Management

  • The Center shall have a Director appointed by the Secretary of Education, Culture and Sports.
  • The Director handles the daily operations and administration of the NSTIC.

Support and Resources

  • DECS shall provide technical and staff support to NSTIC.
  • Initial funding is charged against the Contingent Fund as per the 1993 General Appropriations Act.
  • Future funding is included in DECS’ budget under the General Appropriations Act.

Implementation Authority and Effectivity

  • The Secretary of Education, Culture and Sports is authorized to issue rules and regulations to implement the Executive Order efficiently.
  • The Executive Order takes effect immediately upon issuance on July 22, 1993, by virtue of the President’s authority.
