FIDEL V. RAMOS establishes the National Science Teaching Instrumentation Center within the Department of Education, Culture and Sports to enhance science education through the development of indigenous teaching materials, training programs for teachers, and collaboration with local manufacturers.

Q&A (EXECUTIVE ORDER NO. 112)

The purpose of Executive Order No. 112 is to establish the National Science Teaching Instrumentation Center (NSTIC) under the Department of Education, Culture and Sports to develop science teaching equipment and materials, provide training for science teachers, and ensure quality control and maintenance of science equipment in public schools.

The NSTIC is established under the Department of Education, Culture and Sports (DECS).

Key objectives include developing science teaching equipment and materials using indigenous and locally available technologies; creating user and experimentation manuals; prescribing standards for science equipment; assisting private sector mass production; training science teachers; quality control of science equipment; and implementing repair and maintenance systems for science equipment in public schools.

The Center is located in Sudlon, Lahug, Cebu City on a parcel of land consisting of 3,000 square meters covered by a Deed of Donation dated March 17, 1992.

The Management Committee consists of: the Secretary of Education, Culture and Sports as Chairman; the Director of the Bureau of Secondary Education of DECS; a Regional Director from DECS designated by the Secretary; Directors of the Science Education Institute and Industrial Technology Institute representing the Department of Science and Technology; and two representatives from the industry appointed by the Secretary of Education, Culture and Sports.

The Management Committee formulates policies for achieving the Center’s objectives; promulgates rules and regulations governing the Center; determines the organizational structure; and exercises powers necessary to implement the Executive Order.

The Director of the NSTIC is appointed by the Secretary of Education, Culture and Sports.

The Department provides technical and staff support to the Center.

Initial funding is charged against the Contingent Fund under Republic Act No. 7645 as approved by the President. Thereafter, the NSTIC's funds are included in the General Appropriations Act under the budget ceiling of the Department of Education, Culture and Sports.

Section 10, Article XIV of the 1987 Philippine Constitution supports it by providing that science and technology are essential for national development and the State shall prioritize research, development, and science and technology education.
