  • Agencies contributing to the NCC’s capital investments bear their costs for supplies; other agencies reimburse the NCC for utilized resources
  • Establish and operate an EDP Educational Center for government training and develop an integrated EDP training program
  • Develop EDP personnel qualification standards in coordination with concerned agencies
  • Plan and coordinate the integrated development of Government EDP capabilities
  • Monitor existing EDP installations and recommend consolidation or deactivation to improve economy and efficiency
  • Review computer acquisition requests and endorse only those justified and not absorbable by NCC or other government EDP resources
  • Develop and establish a National EDP Coding Standard in coordination with government bodies

Governance and Administration

  • Policy-making, long-range planning, and review vested in a Directorate comprising representatives from PES, DND, NSDB, the Budget Commission, and additional members agreed upon by principal agencies
  • Appointment of an EDP Director responsible for operational management and administration, accountable to the Directorate

Personnel

  • Regular personnel employed as needed to perform NCC functions
  • Other government personnel may be assigned or detailed under NCC’s operational control, except consultants
  • All regular NCC positions classified as highly technical and/or confidential

Funding and Financial Management

  • Budget appropriations allocated by the Office of the President for NCC operation and maintenance
  • Ability to receive grants, donations, and reimbursements for services rendered, which form part of a special trust fund
  • Funds to be administered according to the Revised Budget Act and pertinent rules for the achievement of NCC’s objectives

Authority and Cooperation

  • Authorized NCC officials can secure data and information directly from all government agencies
  • Government officials and personnel obliged to cooperate fully with the Center’s functions and activities

Location and Facilities

  • Headquarters situated at Camp General Emilio Aguinaldo, Quezon City
  • Site provided by the Department of National Defense to facilitate access to Armed Forces communication facilities
