The purpose is to establish the National Computer Center (NCC) within the Office of the President to provide integrated planning and implementation of development programs, support scientific and engineering research, and coordinate electronic data processing (EDP) operations in the government.

The NCC is located in Camp General Emilio Aguinaldo, Quezon City, on a site provided by the Department of National Defense.

The National Computer Center is a joint project of the Presidential Economic Staff (PES), Department of National Defense (DND), and the National Science Development Board (NSDB).

The Office of the President provides funds from its budgetary appropriations, and the NCC may also receive grants, donations, and reimbursements from government agencies for the computer services it provides, which are administered as special trust funds.
