Composition of the Pambansang Lupon

Implementation of Livelihood Projects at Municipal Level

- Can access technical assistance from government bodies and educational institutions.
Approval Process for Local Projects
- Establishment of productive enterprises at municipal/barangay level does not require higher local government approval unless special financing is involved.
- Still subject to required permits and licenses from higher authorities.
Joint Productive Enterprises
- Encourages joint ventures among neighboring municipalities and cities.
- Municipal Coordinators of involved communities select an overall coordinator.
Supervision of Extension Personnel
- Municipal Coordinator supervises extension workers through senior officials.
- Supervisory powers include reviewing and adjusting personnel deployment, administrative actions, and recommending recognition or disciplinary measures.
- Other personnel like teachers may be enlisted for KKK activities.
Definition of Extension Workers
- Government employees engaged in non-formal transfer of scientific and technological knowledge and skills to specific clientele.
- Functions include facilitating, supervising, disseminating, and implementing knowledge.
Training Program for Extension Workers
- Establishes training and information programs to reorient extension personnel.
- Training also for local officials and entrepreneurs.
- Pambansang Lupon designates implementing entities and approves training details.
- Programs formulated in consultation with Civil Service Commission and Ministry of the Budget.
Applicability of Organizational Structure
- KKK organizational structure applies to all regions except National Capital Region and Regions IX and XII with compatibility for special arrangements.

Effectivity
- The Executive Order takes immediate effect upon issuance.
