The Pambansang Lupon is composed of the President of the Philippines as Chairman, the Prime Minister as Vice-Chairman, designated Cabinet Ministers from various ministries including Agriculture and Local Government, the Governor of the Central Bank, the Presidents of the Philippine National Bank and Development Bank of the Philippines, and additional members as deemed necessary by the President including representatives from local government and private sectors.
The Ministry of Human Settlements acts as the secretariat and the implementing agency, with its Minister serving as the Secretary-General of the Pambansang Lupon.
