  • Section 2 empowers the Committee to cause:
    • Updating, refinement, and endorsement of the CIC Master Plan within the framework of the Medium-Term Philippine Development Plan, Mindanao Development Plan, Regional Development Plans of Regions X and XII, and the Local Development Plans of covered LGUs
    • Formulation of the CICSDP based on CIC Master Plan development goals and subsequent refinement and updating
    • Feasibility study, evaluation, and financing of CICSDP project components
    • Overall direction, coordination, and supervision in planning, implementation, and monitoring
    • Support and assistance from government and non-government institutions in planning and implementing the CICSDP
    • Representation of the CICSDP in national and international fora relevant to financing and implementation
  • Section 2 requires the Committee to:
    • Review and endorse to the Department of Budget and Management the annual budget for the CICSDP, including the amount needed for the operation of the CICSDP Project Management Office
    • Organize the Project Management Office, define its organizational set-up, establish staffing patterns, and appoint its Project Director
    • Review and confirm contracts entered into by the Project Director
    • Formulate implementing rules and regulations for the internal operations of the Project Management Office
    • Submit to the President, MEDCO, NEDA Board, and Congress quarterly progress reports on the Project, and other reports as may be required

Project Management Office: Technical Secretariat and Day-to-Day

  • Section 3 creates the Project Management Office (PMO) as the technical and administrative secretariat of the Project Steering Committee.
  • The PMO must undertake the day-to-day activities of the CICSDP.
  • Section 3 assigns the PMO functions including coordination of updates and implementation with:
    • Local government units (LGUs), line agencies, financing institutions, non-government organizations, and other concerned entities

  • The PMO must enter into contracts through its Project Director as necessary for administrative operations of the CICSDP, subject to existing laws and rules.
  • The PMO must design and operate a program implementation, monitoring, and evaluation system consistent with the Regional Project Monitoring and Evaluation System (RPMES).
  • The PMO must perform other responsibilities as the Project Board directs.

Project Champions and National Focal Functions

  • Section 4 designates as Project Champions:
    • The Secretary of Trade and Industry, and
    • The respective Cabinet Officer for Regional Development (CORD) of Regions X and XII,
    • in concurrent capacity.
  • The Project Champions must serve as the NEDA Board focal persons on matters pertaining to the CICSDP.
  • Section 4 requires the Project Champions to:
    • Ensure CICSDP development goals, policies, and programs are properly coordinated with overall national goals and programs
    • Maintain liaison with central offices and arrange needed support for the project from central agencies, including funding agencies
    • Monitor and conduct periodic review of the CIC Master Plan for attainment of targets, objectives, priorities, and goals, and facilitate expeditious implementation of project components
    • Provide national leadership in investment promotion of the Cagayan de Oro–Iligan Corridor
    • Act on problems referred by the Project Steering Committee that require national government attention
    • Perform such other functions as the President may direct
  • The Project Champions must work out among themselves the delineation of their responsibilities and consult, as needed, the following persons and agencies on CICSDP matters within their respective areas of responsibility and jurisdiction:
    • The Director-General, National Economic and Development Authority
    • The Secretary, Department of Budget and Management
    • The Secretary, Department of Agrarian Reform
    • The Secretary, Department of Agriculture
    • The Secretary, Department of Labor and Employment
    • The Secretary, Department of Environment and Natural Resources

Regional and Local Councils; Line Agencies and LGUs

  • Section 5 requires the Regional Development Councils and Local Development Councils in the project area to perform the following powers and functions:
    • Ensure development thrusts and policies formulated by the Project Steering Committee are consistent with Regional/Local Development Plans
    • Approve the respective regional/local components of the multi-year and annual plans and investment programs under the CICSDP
    • Monitor and conduct periodic review of the regional/local project component for achievement of CICSDP goals, objectives, and targets
  • Section 6 provides that National Line agencies and/or LGUs serve as implementing entities of the CICSDP.
