It establishes the coordinative and management mechanism for implementing the Cagayan de Oro–Iligan Corridor Special Development Project (CICSDP), based on the CIC Master Plan, to support decentralization/regionalization and Mindanao development coordination.
The Master Plan is translated into the Cagayan de Oro–Iligan Corridor Special Development Project (CICSDP) for implementation, articulating development goals, objectives, strategies, programs, and projects, including its subsequent refinement and updating.
It includes the provincial governors of Lanao del Norte and Misamis Oriental, the mayors of Cagayan de Oro and Iligan, DTI and NEDA regional directors (Regions X and XII), representatives from chambers of commerce, NGO representatives, representatives of regional line agencies, among others as stated. The members elect among themselves the Chairman and Co-Chairman.
It updates/refines and endorses the Master Plan within relevant development frameworks; causes formulation of the CICSDP; initiates feasibility studies, evaluation, and financing of components; provides direction/coordination/supervision; encourages institutional support; represents the project in fora; reviews and endorses annual budgets to DBM (including PMO operations); organizes the PMO and appoints the Project Director; reviews/confirm contracts; formulates internal IRR for PMO operations; and submits quarterly progress reports to the President, MEDCO, NEDA Board, and Congress.
It must review and endorse to the Department of Budget and Management the annual budget for the CICSDP, including the amount required for the operation of the CICSDP Project Management Office (PMO).
The PMO serves as the technical and administrative secretariat of the Project Steering Committee. It undertakes day-to-day CICSDP activities, including coordination with LGUs/line agencies/financing institutions/NGOs for updating and implementation, coordinating feasibility studies and financing evaluation, preparing annual budgetary requirements, and designing/operating an implementation monitoring and evaluation system consistent with RPMES.
Yes. Under Section 3(e), the PMO may enter into contracts through its Project Director as may be necessary for administrative operations, subject to existing laws, rules, and regulations.
It must design and operate a program implementation, monitoring, and evaluation system consistent with the Regional Project Monitoring and Evaluation System (RPMES).
The Secretary of Trade and Industry and the respective Cabinet Officer for Regional Development (CORD) of Regions X and XII, in concurrent capacity, are designated as Project Champions. They serve as NEDA Board focal persons for the CICSDP.
Examples include: ensuring coordination of CICSDP goals/policies/programs with national goals; maintaining liaison with central offices and arranging support including funding agencies; monitoring/reviewing the CIC Master Plan for attainment of targets/objectives/priorities; providing national leadership in investment promotion; acting on problems referred to them by the Steering Committee requiring national government attention.
They must ensure consistency of thrusts/policies with regional/local plans; approve respective regional/local components of multi-year and annual plans and investment programs under the CICSDP; and monitor and periodically review regional/local project components against CICSDP targets/goals/objectives.
National line agencies and/or LGUs shall serve as implementing entities as appropriate. If a national line agency is designated as lead implementing entity, implementation must be in close coordination with concerned LGUs.
For 1993, funding requirements of the PMO must be sourced by the Steering Committee from an appropriate ODA technical assistance program and/or contributions from concerned LGUs and participating line agencies. Thereafter, NEDA and DBM assist in identifying the appropriate funding source for continued PMO operations.
Its term corresponds to the implementation of its components as approved by the NEDA Board.
The Project Steering Committee is authorized to promulgate necessary IRR to implement the EO and must inform the NEDA Board accordingly.
It took effect immediately, as stated in Section 10.
