Powers and Functions of the Center
- Conduct ongoing studies and research on occupational safety and health (OSH).
- Establish causal connections between diseases and occupations.
- Develop medical criteria for work-related impairments.
- Plan, develop, and implement OSH training programs.
- Act as a clearinghouse for information, innovative methods, and dissemination of OSH knowledge.
- Monitor working environments using industrial hygiene and conduct medical examinations for early detection of occupational diseases.
- Test and set standards for personal protective equipment and safety devices.
- Assist government agencies in formulating OSH policies and technical guidelines.
- Annually adopt a budget funded by the State Insurance Fund, limited to 4% of the loading fund.
- Collaborate with government and private entities.
- Perform other appropriate acts to achieve its objectives.
Governance and Administration
- Governed by the Employees' Compensation Commission.
- Managed by an Executive Director under the Commission's supervision.
- Executive Director and Deputy Executive Director appointed by the President upon Commission recommendation.
- Directors must hold at least a Bachelor's degree and have five years' experience in OSH or related fields.
- Executive Director and a JICA expert serve as non-voting Board members.
- Technical staff appointed by the Commission upon Executive Director's recommendation.
Location and Accessibility
- Located in North Avenue, Diliman, Quezon City.
- Situated on a two-hectare lot owned by the Philippine Overseas Employment Administration.
Funding
- Initial release of P30 million from the State Insurance Fund shared 70% SSS and 30% GSIS for 1987 operations.
- Funds may not be used for land acquisition.
- Subsequent funding remitted quarterly based on the approved annual budget.
Implementation and Effectivity
- The Employees' Compensation Commission tasked with issuing implementing rules and regulations.
- Executive Order takes effect immediately upon issuance.
