The main purpose is to upgrade the government's capability to eliminate or reduce work-related injuries, illnesses, and deaths, enhance productivity, and promote the health and well-being of Filipino workers through occupational safety and health programs.
The Center is located at North Avenue, Diliman, Quezon City, on a two-hectare lot owned by the Philippine Overseas Employment Administration, Department of Labor and Employment.
The Executive Director operates under the immediate supervision of the Employees' Compensation Commission.
Both the Executive Director and Deputy Executive Director are appointed by the President of the Philippines upon the recommendation of the Chairman of the Employees' Compensation Commission.
They must have at least a Bachelor's degree and at least five years of experience in the administration of occupational health and safety or employees' compensation and social security programs.
The Center undertakes studies and research on occupational safety and health, develops training programs, serves as an information clearing house, monitors working environments, sets standards for safety devices, assists in policy formulation, adopts an annual budget, and enlists assistance from government and private organizations.
It is funded from the State Insurance Fund's loading fund and its earnings. The Social Security System (SSS) and Government Service Insurance System (GSIS) advance quarterly remittances based on the Center's approved annual budget, with the budget not exceeding 4% of the 12% loading fund based on the State Insurance Fund.
No part of the funds allocated (such as the 30 million pesos for 1987) shall be used for the acquisition of land as provided for in Section 6.
The Employees' Compensation Commission serves as the governing body of the Center.
