Covered Agencies and Reporting Requirements
- All chiefs of city, municipal, and municipal district police forces are required to prepare monthly crime reports.
- Other agencies included are the Chief of Constabulary, Director of the National Bureau of Investigation (NBI), Chairman of the Anti-Smuggling Action Center (ASAC), Commissioner of Customs, Commissioner of Immigration, and heads of other national law enforcement agencies.
- Reports must detail crimes occurring within their respective areas, stating whether cases are handled exclusively by them, jointly with other agencies, or not recorded in any police blotter.
Form, Frequency, and Distribution of Reports
- The monthly crime reports shall be prepared in quadruplicate using NBI Form ST-1 or other forms prescribed later.
- Distribution of form copies:
- Original to the Chief of Constabulary or representative.
- Duplicate to the Chairman of the Police Commission.
- Triplicate to the Director of the NBI.
- Quadruplicate retained as a file copy.
- Reports must be submitted by the 15th day of every month.
Centralized Consolidation and Submission
- The Chief of Constabulary is responsible for consolidating and tabulating all monthly reports.
- After consolidation, the results should be submitted to the Inter-Departmental Committee on the Coordination of Crime Statistics.
- The submission is directed to the Office of Statistical Coordination and Standards at the National Economic Council.
Effective Date and Initial Reporting Period
- This order takes immediate effect upon issuance.
- The first monthly crime report covers the period from January 1 to January 31, 1967.
Legal Authority and Issuance
- The order is issued by the President of the Philippines under the powers vested by law.
- It follows the recommendation of the Inter-Departmental Committee on the Integration and Coordination of Official Statistics on Crime.
