Integration of Key Institutions

  • Ten Regional Manpower Training Centers managed by the National Manpower and Youth Council are also included.
  • All other state-supported institutions offering similar technical/technician programs are components of this system.

Administration and Supervision

  • Manila and Bacolod Technician Institutes will be administered and supervised directly by TUP.
  • Iligan Institute of Technology remains administratively under Mindanao State University but is functionally supervised by TUP solely for technical/technician program coordination.

Resource Transfer and Utilization

  • All lands, buildings, facilities, equipment, appropriations, and qualified personnel of the Manila and Bacolod Technician Institutes are transferred to TUP.
  • Facilities and resources of Regional Manpower Training Centers and trade schools under the Ministry of Education and Culture are made available for use by the National Polytechnic System.

Policy and Standards Development

  • The existing Technical Panel on Technical Education under the Ministry of Education and Culture will be strengthened.
  • Its role is to ensure systematic, rational, and continuous improvement in policies and standards for technical/technician education and training nationwide.

Implementation and Coordination

  • The Minister of Education and Culture is charged with promulgating implementing rules.
  • This is to be done in coordination with other concerned agencies to effectively fulfill the objectives of the order.

Effectivity

  • The order takes immediate effect upon issuance.

Legal Authority

  • The order was issued by the then-President Ferdinand E. Marcos, exercising constitutional powers to establish and ensure the effective operation of the national polytechnic system for technical/technician education and training in the Philippines.
