The main purpose is to establish a National Polytechnic System on Technical/Technician Education through integration of all state-supported institutions in the Philippines to ensure a continuous stream of technician graduates with technical capabilities supportive of the national government.
The Technological University of the Philippines (TUP) is designated as the apex of the National Polytechnic System.
The three prototype technician institutes—Manila Technician Institute at Taguig, Bacolod Technician Institute at Talisay, and Iligan Institute of Technology at Iligan City—plus the ten Regional Manpower Training Centers of the National Manpower and Youth Council, and other state-supported institutions engaged in similar programs.
They are maintained and operated under the administration and supervision of the Technological University of the Philippines.
The Iligan Institute of Technology is administratively under Mindanao State University, but the Technological University of the Philippines exercises only functional supervision over its technical/technician programs for coordination and effective operation of the system.
All lands, buildings, facilities, equipment, appropriations, and qualified personnel of both institutes are transferred to the University.
Their facilities and other resources are made available for use under the National Polytechnic System.
The Technical Panel on Technical Education shall be strengthened to provide continuing systematic and rational improvements in policies and standards for technical/technician education and training in the country.
The Minister of Education and Culture, in coordination with other concerned agencies, is responsible for promulgating the implementing rules.
This order takes effect immediately upon issuance on December 28, 1978.
