Policy and compulsory ROTC requirement
- Colleges and universities with an enrollment of at least two hundred fifty (250) male students must include a compulsory ROTC course in their curricula.
- The course of military instruction is commonly known as the ROTC Course.
- ROTC is compulsory for all physically fit male citizens of the Philippines of undergraduate status.
- Schools must “faithfully conduct” the ROTC course in accordance with policies and regulations prescribed by the Secretary of National Defense.
Who must implement, and how
- The Secretary of National Defense prescribes the policies and regulations governing ROTC instruction and execution.
- School authority duties covering enrollment, administration, and school discipline for students subject to ROTC must be jointly prescribed by the Secretary of National Defense, the Secretary of Education, and the President of the State College or University concerned.
- The jointly prescribed regulations for school authorities must be approved by the President of the Philippines.
- ROTC instruction must be scheduled at hours and on days of the week, including Saturdays and Sundays, as necessary to complete ROTC requirements.
- The Secretary of National Defense, the Secretary of Education, and the President of the State College or University concerned jointly prescribe the regulations for scheduling ROTC instruction.
AFP support obligations and costs
- The Chief of Staff, AFP must ensure that competent officers of the Armed Forces are detailed to conduct the required ROTC course.
- The Chief of Staff, AFP must ensure that duly established ROTC units are supplied with necessary military equipment.
- Colleges and universities incur no expenses for AFP detailing and equipment supply, except for costs involving the care and maintenance of equipment and the furnishing of regulation bonds, adequate armory, and training grounds.
ROTC/WATC fees, contributions, and use
- All ROTC/WATC fees and contributions collected by colleges and universities must be expended exclusively in the operation and maintenance of the ROTC/WATC units established therein.
- The exclusive use of collected ROTC/WATC fees and contributions is governed by policies and regulations jointly prescribed by the Secretary of National Defense, the Secretary of Education, and the President of the State College or University concerned, and approved by the President of the Philippines.
Government recognition, withdrawal, and compliance consequences
- No institution required to establish an ROTC course under this order may be granted Government recognition unless its curricula include the prescribed course of military instruction.
- Failure by institutions recognized by the Government to comply with this order or with the rules and regulations prescribed pursuant thereto is sufficient cause for the Secretary of Education to have recognition withdrawn.
- Failure of State Colleges and Universities to comply with this order subjects the responsible officials to administrative action.
- No exemptions from the order are allowed except by specific direction of the President of the Philippines upon the favorable recommendation of the Secretary of Education through the Secretary of National Defense.
Women’s auxiliary training (optional establishment)
- The Secretary of National Defense must include in the ROTC Course instruction and training to prepare female students for enlisted and/or commissioned service in the Women’s Auxiliary Corps.
- Establishment of a Women’s Auxiliary Corps course is optional on the part of the institution of learning.
- Enrollment in the Women’s Auxiliary Corps course is voluntary on the part of the student.
Repeal and effectivity
- Executive Order No. 207 (dated June 15, 1939) is repealed.
- All rules and regulations inconsistent with Executive Order No. 59 are repealed.
- The order takes effect upon approval.
- The repealing clause is operative upon effectivity: Executive Order No. 207 (June 15, 1939) and inconsistent regulations are removed from force.
