To require the establishment of ROTC units in colleges and universities and to mandate ROTC as a compulsory portion of their curricula for covered students.

The powers vested by Section 35 of Commonwealth Act No. 1, as amended, otherwise known as the National Defense Act.

All colleges and universities with an enrollment of at least 250 male students.

All physically fit male citizens of the Philippines of undergraduate status.

It must be included as a compulsory portion of the respective curricula, and the institutions must faithfully conduct it under applicable policies and regulations.

The regulations prescribing those duties shall be jointly prescribed by the Secretary of National Defense, the Secretary of Education, and the President of the State College or University concerned, and approved by the President of the Philippines.

To ensure competent AFP officers are detailed to conduct ROTC and that established ROTC units are supplied with necessary military equipment.

No. There shall be no expenses on the part of the colleges and universities concerned for equipment, except costs for care and maintenance and furnishing regulation bonds, adequate armory, and training grounds.

It shall be sufficient cause for the Secretary of Education to withdraw the institution’s government recognition.

ROTC instruction shall be scheduled at such hours and days of the week, including Saturdays and Sundays, as necessary to complete ROTC requirements.

It shall be jointly prescribed by the Secretary of National Defense, the Secretary of Education, and the President of the State College or University concerned.

The Secretary of National Defense shall include instruction and training to prepare female students for enlisted and/or commissioned service in the Women’s Auxiliary Corps; establishment is optional for the institution and enrollment is voluntary on the part of the student.

Executive Order No. 207 dated June 15, 1939, and any rules and regulations inconsistent with EO No. 59 are repealed.
