Exemption from Civil Service Laws

  • Board members must be Filipino citizens of good moral character and recognized competence in relevant fields such as civil aviation, economics, tourism, law, or engineering.

Capitalization of CIAC

  • Determined by BCDA/CDC and includes:
    • Cash equity from CDC.
    • Government lands within the Clark Aviation Complex and permanent improvements.

Transfer of Clark Air Base Land

  • BCDA to transfer the 4,440-hectare Clark Air Base Proper to CDC pending full development.
  • Transfer includes land, permanent improvements, and fixtures as per Proclamation No. 163 (1993).

Role of Government Agencies

  • All government department heads and agencies ordered to fully support Clark International Airport development.
  • Coordination with CDC and BCDA to fast track necessary government approvals.

Repealing Clause

  • All prior executive issuances, rules, or regulations inconsistent with this order are repealed, amended, or modified.

Effectivity
